My scroll animation doesn't "bounce"

the scroll animation does not “bounce” once it reaches the end of the layer. Please see example below.

The animation will bounce only if you drag, not if you scroll with the mouse wheel.
And make sense, you don’t have a mouse for your phone.

At 2:09 of this video, there is a bounce function on scroll once the layer reaches its end. Not drag.

i mean scroll if u click or tap on mobile not using mouse wheel… that’s what i mean…

Thanks for the help. Played with it some more and figured it out.
